Strange clamp

No the lever on top has no effect on the clamp. Apparently you secure the clamp to a bench and the lever has some other function.

It looks to me like the lever is the clamp. Possibly for braiding or preparing caning for chairs. Maybe something to do with basket weaving ????

I'd think the clamp is designed to mount to a rail (or channel) of sorts, and the lever on the bottom holds it in position.

Looks like the lever is the tool and the threaded part just mounts it for use. The cam action of the lever will hold down a cord or rod.

Looks like it could be part of vintage lead stretcher for stain glass work. Clamp the unit to the bench and the lead goes under the clamp to hold it. The other end would be the part that had the stretcher and may have been lost from this half.

Lever is to clamp it to a slotted plate or block. The C-Clamp is a normal C-Clamp.. If it's like the ones I remember, you would clamp the c-clamp down with the lever on a block. A plate that was being drilled or machined would be secured with the c-clamp. We had something like that for our radial drills.
