strange odd tool, what is it for?

I recently came across this wrench (?) in a deceased body shop guys tools I helped clear out. It looks like some sort of chain wrench, but I can't figure out what it was used for, or what it is. does anyone know what it may have been used for? if nothing else it will be a bottle opener for my shop !
