Somebody said it is for rabbits tattoos but I am not convinced.
Please help with identification.

Without a maker's mark or patent number or patent date it's pretty difficult to know what you've got unless somebody recognizes it.
I doubt it has anything to do with rabbits - it's used for spreading something - but I have no idea what that might be.

They look a little bit like canvas stretching pliers.
