Strange pliers

I've had these in the bottom of my box for unknown years. I have no idea how I came by them but they are unlike anything I've seen elsewhere. Notice that they are fully closed and only the tips touch. I'm pretty sure they were made that way. Both jaws are serrated. What might these have been made for?

I think they're glass nibblers. For breaking glass at a scored line.
