Strange tool... What is it?

Friend sent this to me, and asked me what the silver tool is. I don't recognize it. Any ideas?

Is it for prying lids off of plastic buckets?

broken flexplate holder? it's way too short and the wrong configuration for a bucket lid puller, I've got several and they are much wider/longer.

wait, maybe it's for pulling gallon paint can lids?

Looks like a Snap On JT-85 windshield wiper puller.

wow, never heard of one of those, looks old. wonder how it works, grip under the arm and lever over the splined shaft maybe? another old tool I need to find for my wall of odd tools!
