Absolutely nothing surprises me when it comes to the electrical work that was done on my shop. I just found out the other day that the motion flood light that was installed over the back door has no junction box. The wires just come into the shop and were joined with the MC with wire nuts and covered with spray foam. I found it buried in the spray foam when I ran the EMT for my second shop panel.

This is not pardonable in my mind. If the "electrician" was licensed he should not be allowed to do business, and have license revoked.

I may be getting fooled by the close up photos but that looks too small for4ga, and too large for 14ga. How large or how far away are these mini splits that they need to be fed with 4 ga wire?

The feeder wires (x3 black) into the panel are 4 awg and the wires from the breakers to the mini splits are 10 awg.

I agree, but this is Texas. It seems that nothing is regulated well here. Anyone can claim they are anything. Then they get caught, they close up shop one day and start a new one the next under a new company name. “Contractors” do that here all of the time. The guy that built my shop did it and I’m sure the ”electrician“ he hired to do the job did the same thing.

10 awg MC to a JB then 10 awg THWN through conduit into the back of the disconnect.
If the 10ga white wire with the red tape landed on breakers is THWN emerging from conduit…..it should have been red or black wire. Not white wire with red tape.

It's MC into the panel. Probably hard to see on a phone or tablet, but on a desk top, the snap in MC connectors are visible. Into the disconnect might be another story, but it's nothing I would be concerned about.

Correct. It is MC into the panel with a snap in connector. The MC goes into the JB with a snap in connector as well. THWN then goes from the JB through EMT into the back of the disconnect.
