Subpanel Placement

I would like to run a subpanel to my 22x24 2-car attached garage. Unfortunately, most of the walls are covered. I would like to place it on the sides of one of these built in cabinets, but I am unsure if it would meet code.

I know I can maintain the 30" wide, 36" in front clearances, but unsure if it is acceptable to be on a built in structure like that or not. There is also a single concrete step just below the door.

I plan on having the following circuits in the garage:

1 - 220V for 3/4hp pool pump
1 - 220V for welder/air compressor
1 or 2 - 110V 20 amp outlet circuits
1 - 115V lighting.Door opener circuit.

Future potential of a Hot Tub Circuit as well, but that might be located elsewhere. Because of this, I believe a subpanel is my best approach, Rather than just adding 2x 220V lines for the pool pump and Air Compressor (both are currently setup to run run at 110V.)

Would this be possible given this layout? The only other spot I could do it would be at the front left of the garage, but all of the equipment is located in the back right

I dont beleive it would be code because the shelves are removable, personally i would move a shelf wall over and put panel there, this way its easier to run wires and pipe.

Build a wall where the unfinished plywood is and put the panel in or on the wall, then there will be no issues with maintaining proper clearances, since it will be right by the door.
