Searched a little bit first and all I could find is the Mac set and 3/8" drive Proto.

Anyplace that carries individual sizes?

Pass-through is a no go due to needed radial clearance.

Otherwise, what are some fairly decent and affordable thin walled socket without chrome to cut/grind down?

Uh, Snap-On 1/4" low profile sockets are pass through combined with a 1/4" square drive, they are super short, available separately with free shipping, and seem to fit your bill perfectly. They aren't cheap of course but for $12 shipped are reasonable. They don't seem to list how shallow they are, I have a metric set and could measure one for you.

Oh cool

Didn't realize those are 1/4" drive as well
They do look a little tall overall though since there's the shoulder to insert into the ratchet/11mm wrench.

They are not very tall, what's going on inside the socket has little to do with what is going on outside. It's not a great picture but here is a 13mm next to a std shallow 12pt socket. The shallow is 22mm tall and the low-profile is 18mm tall.

Just curious why not just use a ratchet wrench. Nothing really out there in ratchets that can match a ratchet wrench in the low profile department.

Can't speak for the op but ratchet wrenches do have clearance issues in tight areas- u-bolts, u-straps, yokes, drive shafts usually are common places where ratchet wrenches don't work
