surge protection device - double wire under lug?

This was recommended to add to the air conditioner circuit to protect the circuit board etc.

OK, simple enough, I plan to put it in the disconnect box . but to install one, I don't want to put 2 wires under the terminal. Seems to me that's a code violation.

But what if this device doesn't draw current? it is not exactly like tapping another circuit into a breaker.

Wyliesdiesels - thank you for the Eaton link!. I have a CH 200A panel and the link you gave shows two types that would work for me. One takes two spaces and provides only surge protection. The other is the same yet can be had in 30A or 50A breaker format as well so as to not lose those spaces for power devices. The surge-breaker combo is pretty clever.
