It looks like it may be in a body shop. It could actually be in good working order. It may just have cosmetic issues with paint and primer spilled on it.

A lot of times people that are clueless to condition are also rigid as hell on price.

I agree, just look at what the people that work in a body shop look like after exposure to those chemicals. When I was box shopping several years ago, I learned quickly to slip away from the body shop boxes as they were worn out in a short amount of time and resembled the toxic avenger.
