What kinds of lights? LED or incandescent?
What kind of dimmer? Make and model or picture of the device would be helpful.
Do you feel comfortable changing a switch without hiring an electrician? If so, just kill the power to that circuit and pop in a simple on off switch to see if the problem goes away.
Not all dimmer switches are compatible with LED lights especially on the lower end of the dimmer range.
What area is being lit? Think about it...maybe you don’t need a dimmer switch at all.
