T5 Trouble

I have 4 light units in my new to me garage. Each has 4 T5 bulbs. I noticed that the outside bulbs are not lighting up now for the last few days, but one day they did.

Since it will be a major pain to check them with a 16' ceiling and no lift, is it the ballast or the light bulbs that need to be replaced.

Check the bulbs and socket connections first. If it's only got one ballast then most likely it's the bulbs or socket connections.
