Tall vinyl cove baseboard

My garage has a ~11" tall stem wall around the perimeter. I recently put down RaceDeck and was looking at using some vinyl cove baseboard to cover the gap at the edges and generally create a cleaner look, but ideally I'd want it to cover the full face of the concrete block. Anyone familiar with a source for 12" cove baseboard? I don't really want to do 1x PVC etc because even that small amount of extra thickness cuts into my floorspace which is always at a premium. I could always paint the block and use 6" cove, but it would be nicer just to cover the entire face. Ultimately I'll do something to dress up those 2x4s as well.

I know you said no to PVC, but that is what I would do. You can buy 3x4 sheets of 1/2" PVC, but it isn't cheap!
I would glue PVC to the block wall, cap the top blocks with more PVC, then cover the exposed 2x material with more PVC. It won't be cheap, but if you do it right is will last forever.
I guess another option would be fibeglass reinforced panels with 3/8" chip board, (It comes in sheets glued to the chipboard), but I am not sure how the 3/8" chipboard would handle moisture

I have only ever seen 6 inch tall vinyl base. What about vinyl stair treads to go up the side and cover the top of the block then vinyl base along the perimeter to cover the gap. I think you can get treads in 96" lengths. They are heavy duty and should last forever. The ones I have used were a 12" depth, I was usually cutting them down to about 11".

Or get a vinyl sheet flooring and cut it in strips to the size you want but that won't wrap the top edge very well.

If those options don't sound good you could do a cement skim coat on the brick to make it smooth, paint it and then put the base on. Or just get stucco in the color you want and stucco the block. Fine finish stucco is pretty smooth and looks pretty nice.
