I've been seeing them on Bosch mass air flow sensors for MB and BMW. They use them to hold the sensor element in the housing, presumably so you can't just swap out the elements and return the new housing with the old element in it.
Once the patents ran out on tamper-proof torx they became easier to tamper with as tools became more readily available.
Textron Camcar came up with Torx plus supposedly for it's higher torque handlng capability along with a tamper proof variety and a few years ago it was a pain to find the tamper proof drivers. I can't even remember what I used them for but I did find a set on the web. One place selling them required all sorts of documentation to buy just the tool. If you bought enough fasteners, they'd sell you all the bits and tools you wanted.

I seen the regular torx plus on my wife's vw. But not so much torx plus tamper proof. But I do not go into the ecu or fuel pump. I did find some security xzn.
Funny, I saw some tamper proof torx plus at an airport bathroom stall while "relieving" myself and wondered what kind of bolts they were. I know about the old tamper proof torx from working on Fords and forth .
I bought the OTC set linked on amazon. I haven't used them yet, along with the OTC Ribe set I ordered at the time. I just hate not having something when the need arises.
I think the one and only time I've ran into a tamper proof torx plus was on a newer mercedez-benz mirror.. Nobody in the shop had any idea what kind of screw it was at first.
