Tandem Breaker Position

A friend of mine had a heat pump system installed in her condo in Connecticut. It is a Mitsubishi with a 3 zone outdoor unit and 2 indoor heads installed with 1 for future.My question is about what they did in the existing sub panel in her unit.It is an old Crouse-Hinds LC024EF panel. I can find nothing on the internet about it.I think that the wiring diagram on the door allows 6 spots for tandem breakers in the bottom of the panel.They have used the correct type of breakers but in the wrong places.Is this dangerous? Do they need to come back and move the breakers around.Thank you for your help...photos are attached

The bottom three 1" spaces in each column can accept tandems or quads based upon the label pic. Quads need 2 of the 1" spaces.
If each unit is 240v, then quads with the correct handle ties are needed.

If the the hvac contractor added the 2 tandems at the top right, then they need to be at least moved and possibly changed to quads.

The twins at the top are non CTL type & do not belong there, the only listed locations for twin breakers are the bottom 6 spaces of the panel.
