I need to install new baseboards in the main living area.
Which has carpet and 10mm laminate flooring.
So do I install the carpet area first and then have to rip all the rest to sit on the higher floor?

Also. I am changing the default stuff to a higher 4.5" for a higher end look

Another issue is the floor may have a peak and do I just install on the highest point and hide it with quarter round which is more flexible? I need some quarter round because the gap of the flooring and wall is too big in some places. Or do I try to scribe and cut the bottom to conform?

Finally would mdf one do fine or the pvc is ok too? I plan on painting it before cutting and installing. Color is white.

Your original trim should be around 1/2 inch above the subfloor in the carpeted area. since your laminate flooring is around 3/8 you should be fine doing the trim at the height of laminate floor. UNLESS there is underlayment under the laminate floor. Most underlayment is 1/4 inch or a tiny bit under so that would create a problem. you could maybe cheat your trim up to 5/8 or a little more depending on the thickness of the carpet. You should use quarter round anywhere hard surface meets trim. If theres a slight peak in the floor the quarter round will easily bend to conform
