The blue point cart looks similar to it as well which was my original thought but the metal in the blue point car looks to be wider.
It was definately repainted cause the bolts are orange.

Looks like the Homak cart sold at NAPA. I think they get rebranded as Blue Point, Matco, ATD, and several other mid level carts.

The rubber trim comes off easily. They were on sale for $280 for a few months. Makes me think they could be had used for about two bills. It's the newest ones that have the struts for the top lid.
