I use Bluebeam

It’s leaps and bounds more powerful than, and user friendly than anything Adobe has to offer.

It’s pretty much a standard in the construction industry (at least, around here it is)

Definitely not free, but much less expensive than Adobe.

Sorry, no experience with any of the free offerings online.
