OK, so I purchased an old car battery charger and oddly enough, there is no on-off switch, just a plug a metal box and a another wire with the positive and negative spring clips. When I plug it in, I hear nothing, I was expecting a "Hum" or something. What would be the best way to test this charger out without shocking the hell out of me!! don't have any pics right now, but here are the specs.

I was hoping to use this for Electrolysis, it was cheap $5, but I understand I need an older car battery charger, so that's why I picked it up. Thanks for the help everyone!
