The current ceiling lights in my garage...question

Currently my garage has 2 of these ceiling lights in there and I can tell that there are CFL bulbs inside because it takes some time for them to warm up. I want to get in there and at least replace them with a brighter and cooler temp LED bulb if possible but I do not know how to open these up.

This is probably a dumb question, but does anyone know how these work or how to open them?

Eventually I would like to put the bigger wider shop lamps in their place but for my current budget some fresh bulbs will have to work.

Have you tried gently prying the flange down? It could have sort of a crossed-hairpin-spring like the ceiling trim plate on a bathroom vent-fan. Basically pulling it up flush to the drywall.

I tried pulling on it lightly and it didn't move so I figured I would ask before trying harder and potentially breaking it but that was my first thought about it too. I guess I will just give it a little bit more of a tug and see if it comes loose.

May have to score the paint around the frame with utility knife, normally the trim is held in place with springs.
