So is the consensus that this is a top off tool not a flat tire pump?

YES!
I came across an Excursion 2 nights ago w a flat 265/75/16. My gf is definitely a good Samaritan and wanted to help (sleepy tourist town, downtown, you don't immediately get your *** kicked for touching someone else's vehicle). I said what the hell, we can use my M12 inflator I keep in my truck.
The tire started at 11psi according to the digi gauge. I failed to time it but we musta sat there for nearly 20 minutes (it was way over 10min) but did get it to 61psi
I know I exceeded duty cycle but I don't care - it's got a thermal so it should protect itself AFAIC. It was definitely getting warm and I could smell it.
CARRY A 6.0 IN YOUR INFLATOR IF YOU PLAN TO USE IT FOR ANY SORT OF EMERGENCY. I'm glad I had a 6.0 in mine.
Funny story continues: the Excursion was parked on a hill the entire time. At 61 psi it just takes off - starts rolling backward into the street and right at the entrance to a restaurant. I'm sure it's a lost cause - my 160# ain't stopping an Excursion and I'm at the very front of the vehicle, no time to get to doors (assuming it's even unlocked)
My gf grabs for the passenger door (it IS unlocked!), jumps in, lays across the center console and gets the brake pedal w her hand! I go to drivers side, stomp on brake, try to shove it (4R100) into P but it's already in P! So then I set the parking brake and we called police dispatch as at this point the vehicle is blocking one entire lane.
The cops call the owner, she runs down, fires it up and drives it right back into place (read: the t-case hadn't popped into N either). I have NO idea what happened except some sort of park pawl engagement failure....
Owner was totally cool & thanked us for airing up her tire.
I told her to ALWAYS set her parking brake from now on
