Speed holes.

They appear to be evenly spaced every two inches on odd numbers, I got nothing. Usually holes in a ruler are for more precise measurements but it doesn't appear to be the case here. Try the yardstick forum, if you can't find one start one and in time you'll have the answer.

yardstick.

It was obsoleted with the invention of the meterstick.

Rivet spacer...so your rivets look evenly apart and in a straight line.

or

A ruler with lightening holes drilled in it to save weight and increase the speed at which it can slam into your knuckles.

What I thought. 16 holes to keep them in the right order.

The ad for car parts store with a 5 digit phone number dates this late 60's. That far back, more that one in and one out was pretty exotic.

The guy I used to watch build heads had a slightly more elaborate rack for the valves, but same concept.

Couple of questions:
If it's for valves, wouldn't the numbering be "1 Intake," "1 Exhaust", "2 Intake", etc instead of just 1-16?
If from the late '60s, wouldn't there be a zip code with the address?
When did 7-digit phone numbers become the norm?

Around here the "word" prefix for phone numbers went out in the early 1950's.

I went to a antique tractor/steam engine swap meet this summer and there were several valve holding rulers for sale. They would have been a common freebie from auto parts stores in the 1930's-1950's.

No, because different designs might have the intake and exhaust in different orders, and that order might change as you counted.

We still have them at work. I just had one of the old parts stores in town give us one back about 2 weeks ago. Left over from when he closed his machine shop a few years ago. It has our store advertising on it.
