It's probably worth what he's asking for it. If that circle cutter comes with it, it's for sure worth it, as that alone is expensive. I bought a Thermal Dynamics 39 about 2 yrs ago & I love it. The T.D. unit is the best deal in plasma cutters right now, better than Miller (in my opinion) The best prices I've found are on Weldfabulous (I found it on facebook) They don't make the 38, or the 39 any more, but if it has low hours, i'd buy it in a heartbeat for whatever price you can agree on.

Other then looking at it is there a way to determine if it has low hours?

Not exactly.
You won't know exactly how old it is unless you can find a # / build date on it. You should be able to look at the "head" of the unit & see if it has a lot of wear. If the plastic is scratched to hell, gouged, etc, it's got some hours on it. (some of that will be how he took care of it though) I'd see if he will let you try it to see if /how it works.
I still think it's a good deal & if I was looking for one, I would have bought it already.

I have a T.D. Model as well. But can't remember for the life of me what size it was. I have not used it a ton. But when I have used it its been a great machine.
