I am looking to buy White Rogers 1E65-144 thermostats. They will be used for electric baseboard heat. It says they modulate the heat at 10% increments. I assume that the heaters will be running most of the time instead of turning completely off and on. Anyone have info about thermostats that operate like that? It says they will save energy and keep the temp in the room within .1 degree of the setting.I can't find any other non programmable digital thermostats with a 4000 watt rating that I need. Thanks for any help.

Heat is heat, when it comes to resistance heat.

It might make the temperature more stable, with fewer swings, but it won't (IMHO) make much difference in efficiency from a standard thermostat that is properly setup.

AFAIK, Honeywell does make one. The TL8230A is rated at 3840 watts which is close to your desired 4000 watts.

Oops, sorry, the TL8230A is programmable. But it is a great thermostat (I have one in my house.)
