Thermostat issue, I think

It appears you have wired it correctly, but without having a schematic of the heater it's hard to know for certain. If you have a multimeter, an easy test to determine if the stat is at fault is to put the leads at heaters terminal block across R and W. When the room reaches the temp setpoint, you should read 24 volt indicating the circuit has opened. If the stat is still calling for heat, you'll read 0 volts.

Sometimes fan relays will stick, take a screwdriver handle and tap it lightly with handle. Do this while unit is running so if it goes off you know it work. Just for giggles and grins, if you remove the stat from the base and fan stays on then its not stat. But if it does stay on then like others could be wire, if not back to fan relay. I'm old school so units may be pack full of circuit boards now days. Yea, technology better LOL cause some like blinking lights

Unit is wired correctly. Like others have said, check thermostat programming to make sure it's not programmed for a different temperature. Thermostats are cheap enough, I would just replace it and eliminate that as the issue.

Changed out the thermostat and now seems to be working although the two thermostats read around 5 degrees difference but at least it works
