Steel screws are used in neutral bars as well; which are current carrying and do see thermal cycling.

My post was not advocating changing screw type by any means, merely pointing out the fact that steel screws are more prevalent than was previously stated.

The main failing is that most folks don't use the proper tools for torquing connection points to begin with. I'd be willing to bet that 95% use the "squeak" method of torquing - they don't even own the right tools for proper torquing. UL requires labeling in the panel with the proper torque for the termination points for a reason.
