This Puller @ Surplus Center a Good Deal?

Anybody have an opinion on this Enerpac puller, offered at Surplus Center for $14? Seems like a "below swap meet" price to me... D'ya think it's quality or junk?

It's little bitty, only a bit over 2 inches of reach, then when you add $12 shipping on top, it's not such a good deal for me.

I have one like that, but bigger and adjustable. Got it 7-8 years ago at Sears, maybe $30 or so. I don't need it often, but when I do it sure is nice to have.
