I think so. They are very clean.
I have a several oddball SO sockets of that vintage, but they show LOTS of wear and abuse.

My 3/4" set is of the same vintage and looks 10x better than those, so it's possible to have something that old look good.

They dont look sandblasted at all. I agree with Bmwpower, there are better condition vintage sets around.

My personal guess is that there are an insane number of people who have hoarded up a pristine set of SnapOn tools in various vintages. The stuff practically begs to be collected, and those who are in a position to do it, likely do.

I have some old Snap On sockets like that. They belonged to my grandfather so I don't know how old they are. I'm 54 and he died when I was 14. The finish looks like the sockets on ebay. I have some Craftsman sockets that also belonged to him. The finish on the Craftsman is far better than the Snap On sockets. None of the sockets have been sandblasted. That's just how the finish looks on them.

I see no condition issues whatsoever with that set of sockets, in fact I think they look great! I do have a small collection of vintage tools in several brands. I do not expect tools of that vintage to look fresh off the shelf; they are tools intended to do work. I have never been one to judge the worth of a tool based heavily on shine factor. As one might surmise I am not one to shine and polish my tools; I simply wipe off grease and oil before putting them away after work.
