This Tool Missing a Part?

This impact driver came in a toolbox I bought.

Is it missing a part around the collet? There doesn't seem to be a way to put the thing into forward or reverse?

Nice metal case. Stamping on the tool reads "IMPACT DRIVER TAIWAN"

No, nothing is missing. You preload the rotation by hand. Hit it wiht a hammer, and it turns in that direction.

Elaborate please? How do you "preload by hand"?

You twist it one way or the other way. If you need it I'll make you a better scan of the instruction sheet.

A scan would be groovy, thanks. I see something in the instructions there about "adjusting the L or R" marks. I have the L and R on mine but not sure how (or if) to try and adjust.

You hold the bit to a fastener, twist handle to left (to loosen) then hit the handle with the hammer.

It should rotate just a little bit by itself and it should loosen up the screw.

I have seen broken impact driver which you cannot turn handle either direction.
The handle should turn about 90 degrees either direction.
