Yes they are pretty much a Waterloo

I have an older Craftsman roll cab which I bought in the mid 80's matches my Beech top box (made in Canada)

Don't know if they are Waterloo, but they do latch.

yes, Walterloo as nearly all the domestic made toolboxes are. Craftsman's are the only ones I'm aware of that "indent" for lack of a better word the sides, but still a Waterloo box.
