What do we know about them?
They are mechanically similar to dual pawl Protos.
Penens was bought out by Proto in the 40's.
They can be found marked Penens, Fleet and with no name (see mine) .

Anything else. ? Time frame for these ? Other brand name variations..?

They're great ratchets. I love the dual pawl style. Smooth and strong - though not the finest in tooth count. Doesn't bother me though. A great user.

The AA web-site lists the buy-out date of 42; so figure from that date and Onward.

Yes. Strangely though, Proto never made any ratchets in this exact style. At least not that 'ive seen. Ive seen them in Penens Challenger sets from the 50's but i wonder if any pre date the buyout.

Agreed. Ill go so far as to say I like the Penens version better than Proto.

Got a 1/2" Proto N-38 in this Penens design, and a 3/8" WF-21 model in the Penens oval w/ 2 removable side plates design. The 1/2" ratchet is pretty primitive in appearance -the grip isn't knurled. The 3/8" grip looks just like a Firestone branded model without "Firestone".

Pretty common ratchets at the flea markets around here.
Up here they aren't rare but not common either. I've seen less than a dozen in all the years I've been looking. Mostly Penens marked.
Nothing beats a good flea market . :)

Ooooh right, those wf rats. Those are real close. How did I forget about those.
Wierd that the double plate Penens and the Proto type that's still in production co existed for so long. I wonder why Penens didnt switch to the simpler design.
