Tile over old garage floor precautions?

I have a 30 yo cement garage floor thats starting to break down. a fair amount of cement dust is coming off the floor these days but the floor itself is not cracked or with chunks missing. its not a disaster just older and mainly dust.

I plan to do Vented Tiles, probably from Garage Flooring. Vented because of the new england weather and this is where daily drivers are parked so lots of dirt/wet cars

1) is it OK to just put the plastic tiles on top of this surface as long as I powerwash it first?

2) I see the landscape cloth idea to keep sound down.....Is this also something I could use to keep the dust down?

3) any other prep suggestions.

I put tiles like garage flooring over my 40 year old garage floor in KC.

absolutely loved it.

Now my floor was in pretty good shape at 40 years old. there were some cracks but for the most part it was in good shape.

I did absolutely no prep. Just placed tile over floor.
