Tile with metal base on plywood?

Hi all,

What is the best adhesive to use in my case? Here's the info:

Garage floor: currently plywood
Tiles to be installed: Metal-backed (vinyl on top)
METAL HAS TO STICK PLYWOOD.

One of my houses used urethane glue for metal backed vinyl tiles. But the metal was super thin. These tiles will allow water or liquid to seep in the cracks and will become loose over time. Ours lasted about 5 years. In my opinion which is a little less than useless I would ditch this idea and find something else to use.
