I'm building a new house right now (in the rough in phase now) and I need to make a decision soon. My "shop" is in the basement (20x43 or so) and I'll have one bay of a 3 bay garage to install a lift for more automotive work. I have an 80 gallon 2 stage compressor that I had planned to install in the basement shop. He is might thoughts, do I plumb copper (3/4") up to the garage, or buy a 30 gallon for the garage and have something semi portable if I need it? I have an 8 gallon prtable HF that has been an awesome little deal. That will go to my lake house.

Plumb with outlets everywhere you can imagine you will need them. When your done and start working you will realize where they should have been ;-)

minimum I would plumb up to 1 or 2 hose reels. one at each end. even with outlets you still need a hose. I love being able to give a little pull and have the hose wind itself up. I picked up the 75 ft reel from Tractor supply and it has been great to pull all the way outside for the tractor etc when needed.

Plumb in from the larger compressor...a smaller one in the garage will annoy you to no end, both from the noise and not having enough air.

My 60gal IR compressor is in the basement and plumbed up to the garage.

If you don't think the wife will complain about compressor noise from the basement, put it down there.
It'll free more space in tha garage and keep it quieter. Garages tend to fill up fast.
Since the basement is probably air-conditioned it means less humid air going into your compressor thus a little less water in your air lines.
1/2" copper air piping should be enough.

The big 80 gallon will already go in the basement shop. I'm not too worried about noise, it will be in a room with tons of insulation for sound and put on vibration isolators. This garage bay will only be mine with nothing else allowed. 🤔🤔🤔

My thinking is that I can have a portable pump and use it there too. If 30 gallon is not enough, (I've run air impacts, rachets, chisels, and other tools off of the 8 gallon one) then I can look for a 60 gallon for the garage. Hose reels are already in my stock of air stuff.

Just run the pipe, why waste space with two compressors and one that might not be big enough? I absolutely love that my compressor is away in the basement when I'm working in the garage.
