To grind or not to grind...

Hey guys,

Great forum, exactly what I was looking for...another forum to make me spend more money than I originally anticpated...albeit money better spent

So my question is, how critical is it to grind your floor? The last thing I want to do is spend several hundred dollars on material and have it fail because I didn't spend $150 to rent a grinder

My concrete is fairly new, it was poured 2 years ago but we just moved in a few months ago (slow housing market) the surface is somewhat smooth but you could certainly see "waves" in it.

My dad was nice enough to help me paint the garage, but at the same time there were some small paint splatters but during the cleaning process he spilled a little water/paint on the ground (pic below) also the spotted stuff, I have no clue what that is, you'll have to ask my jerky builder:mad:

So is grinding really necessary? And how can I clean up the above? I am also considering Race Deck so I would be interested to hear how to clean up the above mentioned
