My best guess is a key for something... maybe railroad-related? Not really for a lock, but for something you don't want the yahoos fiddling with.

I have always worried about someone stealing the mascots/fancy radiator caps off my cars. I never realized someone actually made a lock for that.

Holding something in a tank neck? Don't know what a motor meter is. Looks like back then, thermometers rode in the radiator neck. Still looking for patent number.
Boyce made most of the Moto Meters. Lots of pictures online. They offered a slightly different lock made by Schlaich you could buy. That Winters lock wasn't patented until 1922 and by that time water temperature gauges were beginning to be mounted inside the on the dash.
