Okay, I will warn you ahead of time that this is off the wall....but still very important.

I am getting ready to install the toilet in my detached garage, I'd like to somehow adhere a "logo" to the inside of the bowl (A target of sorts)

As I see it I can either place a sticker on the bowl and seal it somehow or maybe paint it on (very difficult).

Any suggestions??

BTW: the logo is blue in color and shaped like an oval.

A new building at my work has waterless urinals (I don't know any details about it). There is a colorful bee right above the hole that is factory applied.
I know it doesn't answer your question but I thought the bee picture there was strange. I guess it's the new thing.

I've found a clear epoxy that states its waterproof and will adhere to porcelain. I am thinking I can adhere the decal to the bowl and cover in epoxy...

Any thoughts?

I wonder if it would be good to sandblast a place for your design, then seal over it?

lightly sandblast a junk one first to see how you like it. I think it will work well

How about a custom picture of your worst friend in heavy cut vinyl, then covered with a larger layer of that thick clear hood protection film material...H

I googled "toilet sticker", but got lots of hits for potty training stuff. Try "urinal sticker" for some more accurate hits.

it looks like vinyl is the way to go, maybe with some waterproof clear tape or covering.

I like this one~
