I just changed the tank on the back of the stool about a month ago, and evertime I hit the handle it'll flush great but the bowl will NOT refill. I have to wait and hold the handle down by hand to refill it. Any body ever had this problem? Did I forget something here? It's driving me crazy.

Did you stick the little rubber hose back into the top of the round tube that comes up from the bottom ? It's the tube that the rubber stopper is usually mounted to.

I replaced my flapper once and didn't cut the chain short enough and it was catching under the flapper and caused it to run every 5 minutes or so. I snipped it shorter and viola! Problem fixed.

It does sound like the chaser line is not running water down the overflow tube like its is supposed to do.

When I flush, water runs out of the little bowl fill tube into the bigger overflow tube but nothing gets to the bowl. The tank was supposed to be a bolt on deal, or so I thought.
