I've had a few times when a pipe vice would be helpful. Window shopping Facebook marketplace, I ran across this Toledo pipevice for what I consider cheap. $25. Anyone know anything about it? I can't find anything on Google.

I have one pipe vise in my collection, a Craftsman. They can be handy when working on… yes, pipe! I’ve used mine once or twice when threading long pieces of galvy water pipe. But collector value? Not too much.

That is a “Yoke” style pipe vise.
Major plumbing tool manufacturers like Ridgid, and Virax, and Rothenberger still manufacture the style, although chain vises have become much more commonly used, likely do to lower weight, and usually a wider size pope capacity.

Prices on Yoke vises vary considerably based on maximum pipe size capacity, which can vary from around 2-1/2” on the small side, to 6”, and even 12” on the larger size.

Toledo was or us a brand of plumbing tools, that may still exist, that I believe stood for “The Toledo Pipe Threading Machine Co.” of Toledo Ohio, although a bunch of different manufacturers, including tool and machinery and foundry companies used “Toledo” in their names 100 years ago.
A pipe vise is more likely to have been manufactured by or for a plumbing tool manufacturer though.
The company goes back to at least the early 1900s, with 1908 showing up in old ads on Google books, but maybe older.
The Toledo vise may have been made in the USA, but Toledo may have also imported tools later on, and some company is currently using the name “Toledo-Tools” that likely has nothing to do with the older Toledo pipe tool brand. (At least judging by the companies “about us” section on their website)

Thanks Guys - if I'm near the guy, I might pick it up.

This would be a tool - nothing collectable about it for me.
