I need ideas for a liner that is 28" wide. Dont want to have seems. Something with a slight amount of cushion.Lays flat, medium tack. Thanks.

Rough top conveyor roller lagging. I get the offcuts for free from a friend who builds conveyor roller assemblies. By far the best drawer liner I've ever come across.
Perfectly fits the needs you describe. I use it in almost all my toolboxes, it has cushion for heavy tools, lays flat, the little fingers "grip" the tools so they don't slide. Only downside is the stuff is about 1/4" thick, so it doesn't work well in super shallow drawers.
It also is kinda expensive if you buy it new from an industrial supply. But if you get in touch with someone who works with lots of conveyors, you can find it free or cheap.

I just did my 27" deep snap on with black floor underlayment. It does the job and a whole roll did 14 drawers with extra.

I tried looking locally for the underlayment but no luck.My question is , does this material have a “sticky” side or are both the sides the same?Looks like there is plastic on one side

I haven't done it, but you can buy long rolls of yoga mat material on amazon and just cut it to fit.

Yep. I found some at Big Lots. Cheap enough to get multiple rolls, and cut it to fit.

I have bought some yoga mats and there awesome.
Problems I'm having with HF mats and some mats that come with the tool cabinet that look like the perforated mat in post #4 except in black are the mat material sticking to accessories and some tools. Might have to consider other materials like cork or something.

Had some success with industrial “felt” conveyor belt material.
When cut with a straight/square edge you can lay them down side be side with a
barely noticeable seam.
Little over 1/8” thick.
Left over 14” & 18” wide belts from my workplace.

I am using basic yoga mats. I found a bunch of them free on Craigslist and picked up some off Amazon for 3-4 each.

It really depends upon what is going in the drawer, if the chest is mobile/stationary, what sort of dirt or fluids you expect to get in there, etc.
Everyone will have a different preference but I normally use cork for my "clean" bench or work surface and 2mm craft foam for most tool storage.
Cork looks pretty, doesn't dent easily, and is relatively self-healing. But it also hides small debris, can soak up liquids that you might not want permanently on the surface, and is a little more expensive.
Foam is easier to clean, cheaper to replace if need be, and comes in a bunch of non-black colors for easily picking tools out of the background, especially in less than ideal lighting.
For heavier tools, I use a bunch of mousepads flipped upsidedown and super77'd to the bottom of the drawer. It doesn't crush as easily as the light foam and has more grip to keep big stuff from sliding around. I'm sure you could find some other equivalent in roll form if you don't want seams.
I have also been around work environments that use bumpy checkered liner before but I find that doesn't lie flat very well, slides around easily and is too tacky to be useful. YMMV

This is what I have in all my toolboxes. Thin, easy to cut to size and the tools absolutely stay in place.

Yes like people line their silverware drawer in the kitchen with.. must be good it works for that lol.. my thoughts about it anyway.
