i would say spray it with raptor, a lot of the undercoating or flex seal is just mushy rubber

I have taken a few tool boxes apart and had them media blasted and powder coated. It didn't cost to much and was actually very easy to accomplish. It was also quicker and cleaner than paint remover, sanding, scrubbing and cleaning, the basic prep work for a repaint.

norton makes a rattlecan of black rocker texture coating, not mushy like undercoat,it dries to a mostly hard finish with a great toughness and texture if you spray it right.
dont try to cover with the first coat, spray it from a good distance (mask everything around!)with the final texture coat i like to spray from 2-3 feet away. yes, feet. gives it a nice even texture.

I have a Craftsman toolbox that was rusting on the inside. I used a rattle can of bed liner spray that I got at Lowes on it, and it has held up quite well.
