That pic is way too small. I'm guessing that's the only size you have of it.

Maybe Huot brand. interesting top drawer on bottom box that overlaps and doesn't go in all the way. if you get this you might want to post it on the vintage toolbox thread that has several guys that own one of these.

also a good read or just look at all the pictures.

the top box looks to be missing the door, you can see the hinge still attached to the lid.

I'm thinking Hout as well.

Top is absolutely a Huot. As Nine says, it's missing the front cover, which would have the embossed Huot oval. Though I don't think that tray is original to the box. Huot trays are larger, and are normally red in color.
