What is it? Any ideas? Thanks.

Top of handle looks to have set screws tightened on it. The center is hollowed out in a rectange. Threaded on "handle" portion and the upper moves freely.

Shooting from the hip here. It looks as if the tool takes insert jaws of some sort. I'm guessing it is some type of specialized crimping tool on larger gauge cabling that needs a high level of force to complete properly.

Looks shop made for a particular use; are there any markings besides the vib scribbles?

Just V.A.M.C.O. (no COO) Could me a maker or an owner mark... Scribbles on both pieces (perhaps contract use?)
