Inherited this from a deceased family member.

I understand the mechanical function of the tool and how to operate it (duh), but have know idea for what specific purpose it may have been designed.

High force locking clamp. You have to adjust the screw to get a wide range of clamping distance. Kinda like adjusting vise grips.
