Tool Id needed. Wrench & ??

I cant figure these two out. The tiny wrench in the holder was calibrated and seems like a quality tool. And the same goes for the cutters. Any ideas on these two?

Yup and yup, I'd say it was a single task production/assembly torque wrench.

Thanks so much for the ID Stuart & LX. I looked over them again and found a stamp on the bottom. I was looking on the pliers where a stamp would normally be, was happy to find it on the bottom.

I believe the pliers are made by Milbar. I know Snap On safety wire pliers are, and it looks like yours are too. Nice pliers. I've got a nearly identical set.

Not sure what you can do with such a single purpose torque wrench, but it is still cool.

I worked in an engine assembly facility when I first started turning wrenches and they had wrenches like that for every fastener on the engine. It prevents any chance that someone miss-dialed in the wrong spec on a torque wrench.

Just bumping to post the M-84 Jet Twister I found a couple days ago. I did a search on Jet Twister, M-84, Robinson Wire Twister, and Safety Wire Pliers and I was a little surprised to see that we didn't have a thread for these on the VB. They mainly show up scattered in threads like this. Although I suppose it is a bit of a one-trick pony. For the longest time Milbar was the only mfgr, and they took over Robinson's operations. These have the 1944 patent on them. Indispensable in aviation and sanctioned motor sports. I can see them being handy for many things. Harnesses. Winches. Any time I have done the hand over hand thing with a vise-grip.
