Tool ID? Old Ratchet?

Got this in a box of old tools. The whole old box was only a dollar. Probably 100 different tools and yes there was a lot of junk, but this I think goes to an early pre 20's set. Am I right? There is no name on it, can anyone help me here?

Early "sheet metal" sockets - not necessarily before 1920. Mossberg made a lot of that type.
