I guess this is a tool. I found it at a garage sale and had to bring it home to identify it. It's about a foot long. If I had to guess, and I am probably wrong, I would say it's made to hold something short so you can grind it. There is no evidence of that though. Maybe it isn't a tool. Kind of hard to research when you don't really have an idea though,
It looks like you put something in between the metal jaw and the wood and clamp it to hold it. There isn't much of a sign of use other than the finish, and it really isn't worn, just dirty, but it didn't clean up much.
Maybe you will have an idea.
