Don't honestly know, but I'll guess it's some sort of spring compressor/winder?

Looks like a KD tools spring maker. You wind the wire with the T handle and it can make a dog leg in the end by closing the plier portion. Can't recall what the springs were for. Or perhaps a heli coil maker (after some thought.)

Looks like the tool to tighten the band clamps on the boot of a CV joint back in the 80's.

Hi ...LONG time every day lurker ...Seldom post ... That tool is used to make the "coil" of wire at the end of heater control / air vent cables on older cars ... The kind that would slide over a .250 dia rod or lever when complete ...

You put a 4" piece of the cable "core" wire in the slots of tool ...Squeeze to hold the wire ... Turn the "T" handle part until the coil is complete ...It comes out looking like a little "spring" coil ..
I still have one in my box from "years past" ....
