Coworker was given a 5 gal bucket of rusty tools that were going to the trash. Usual assortment of tools, with a few exceptions that deserve a You **** (handful of ratchet wrenches, and a reversible Snapon torque wrench)

He brought these pliers to me, asking what they were. My first thought were obviously cutters, until I saw that they don't close, leaving about an 1/8" gap. Any thoughts? There are no markings on them as far as brand.

Tile cutters or for stained glass. Cheap tools but don't really need to be much better for breaking off tile instead of cutting it. This is for ceramic or porcelain tile type.

Yes, tile cutters, end nippers for cutting wire, nails and the like are the ones that fully close.
