Tool Identification - Modified Chisel?

I found this in and old toolbox of tools. It looks like a chisel, but the bottom is indented on both sides. It looks factory, but I've never seen one before. Any ideas?

That looks pretty similar to a wood chisel I got in a kids tool set when I was "a kid". Mine had the same blue paint and everything. Might be different though, we'll see what the experts have to say.

I agree, as bought my Son a set of starter tools that looked the same, many years ago. I think Stanley made them.
